I'd call this decimal point issue. I just tried to put my work commute to brouter.de, changed the cyclist power to achieve similar time and it seems like I'm about 4,7Wh/km (0,47kWh/470Wh per 100km according to brouter)

Something seems amiss. 45 watt-hours per km travelled, riding at (say) 16km/h would mean 720 watt-hours per hour, or constant output of 720 watts. That is more than Miguel Indurain puts out during a race.
